This used to live in the Chrome OS settings menu but recent changes have separated out some settings into the browser. Click that and you will be greeted with the downloads menu. At this point, your only options will still be Downloads or Google Drive but in the popup window that opens when you save a file, you will have the option to create a new folder. You can use this feature to organize files into folders on a per-item basis. If you just want to use a different folder for all of your downloads, you can do that as well with the following steps.
First, open the Files app that is located on the shelf of your Chromebook. The shelf is the bar at the bottom of the screen that has icons pinned to it and the Files app is, you guessed it, the one that looks like a blue folder. Open that and then, right-click anywhere under the Downloads folder. You will be given the option to create a new folder and name it whatever you like.
If you prefer, you can open the Downloads folder and create a new folder nested inside that folder. All of them are straightforward and easy to do. The first method requires you to restart your Chromebook device. The Chromebook download error mostly occurs when your Chromebook is being used for a longer period of time without shutting down.
While you are using your Chromebook device to browse the Internet, it stores temporary files as cache memory. Sometimes, this cache memory can interfere with some of the processes.
Restarting your Chromebook should delete some temporary files and fix other background errors. If the problem persists, proceed to the next method. Look for the Reset Settings button and click on it. Click on the Clear Local Data button and restart Chromebook.

From the Downloads folder, click on a file and drag it to Google Drive listed in the left panel. This copies the file to Google Drive, leaving the original in the Downloads folder. But once you have copied it to Google Drive, you can then go back and delete it from the Downloads folder to free up your local storage.
